Untie or cut off knots at ends of tilt cord and remove pulls.

Lift the bottom of your blinds even if they are already stuck at the top near the headrail. Pull the cord toward you and cut the knot off the end of the cord. Look for the end of the cord where it is tied in a knot. Tilt cord is simply threaded over pulley and out.

If the cord is broken or missing replace the cord with a new piece. When you pull the cord to tilt the slats and the slats do not tilt that indicates that the tilt mechanism is broken and needs to be replaced. The cord tilting string is broken uneven or pulled out. Remove the cap covering the hole in the bottom rail of the venetian blinds.

Instead take hold of the lift cord and bring level with the headrail then pull gently.
